• You can take your tanks directly to Phoenix Fire
• or, Most dive stores will take your tanks, send them off (often to Phoenix) to get hydro'd, then, when they get back, do a VIP on them, put a sticker on 'em and fill 'em. They usually just pass on the cost of the hydro but then tag you for another $10 or so for the "value-added" stuff. Overall, if it's only a single tank, it's easier just to take it to the dive store.
